Man, those are SO cool! I remember seeing one at Orange Blossom Hobbies (I think) in Miami around 1970. Wish I could do it, and I wish you luck finding it a good home.

does the name 'tubby' come from the track being set inside the orange fiberglass( or plastic)?

The main body, or tub, is fiberglass.

Yes, they are more or less formally called an Aurora Tub Track. They were originally made available from Aurora to hobby shops and dealers to have a quick, fairly compact racing circuit to draw in customers and create sales. Back in the day when the local hobby shop was also the local racing venue and hangout.
